I have 3 C&V bikes I use with fenders to commute and do general riding in bad weather: a '93 B'stone BB-1 that is my winter work horse with studded tires; a 1988 stumpjumper comp which is a fine winter bike as well with continental winter contact tires; and a '93 B'stone XO-2 that is my rain bike:

Another vote for the SKS Longboards - inexpensive, easy to install - especially on a bike to be used in pretty much all the weather we get here in California's central valley.

somewhere under the snow is my touring bike equipped with SKS fenders....



There wasn't any snow when I started the ride.. it all fell in the 90 minutes or so that I was on the bike!

Early Aluminum bikes always looked to me as if someone overinflated the frame, especially next to a steel road bike with thin tubing.
