slipping gears on 3 speed

I have a 1955 SA 3-sp which slips on the lowest gear if i dont adjust it JUST right.
I have another 3-sp which is much easier to adjust.

Is this what its like when you have work/broken pawls/paul springs?

or does it just slip ALL the time when you have those?
