How a combined 20/40k Criterium works?

How a combined 20/40k Criterium works?
There is a local event that has a combined 20/40k criterium and I don't really understand how it works. It looks like you can enter both but have to stop after 20k if you place and want an award? Also strategically is there a typical way these races go, a big sprint for the 20k finish then a lull?

Having these done before they simply ring the bell for the 20km finish and then again for the 40km finish. There's a huge potential for a break immediately after the 20km finish because there will be a bunch of people sprinting and the field gets a bit shattered. However from what I remember it generally doesn't do very much to disrupt things.
