Wheel Weight Standards Question

Simple Question (I assume). When you see a claimed weight for a pair of wheels, if nothing is stated is it reasonable to assume that this is the weight of the wheels without skewers?

Every once in awhile I'll see a wheel's weight listed as including the skewer. Otherwise I assume that the skewer isn't included in an advertised weight.

Just like bike weights BITD were listed w/out tires and for the smallest size made. So you would see a XXX bike listed at 21lb. and when in hand in your size with tires have a 23+lb bike. Andy.

i think you can rest assured that rarely, if ever, do sellers add anything to their weight estimates, compared to their competition, that would be disadvantageous. so it's rim, spokes and nipples. no rim tape, no skewers. if they do specify something else, i figure they are up to something.

although in their defense and contrary to my suspicions, i've seen frames, OTHER THAN THE SMALLEST SIZED ONE, used as the nominal weight of a given frame, which i find surprising...

Don't know about you guys, but I am a hard core weight weenie. So I only ride smooth surfaces so I can ride at lower weights without skewers, tires, and tubes
