I live in the cold wintery Midwest.... but I ride year-round. I ride less often... and I ride shorter distances... but I continue to ride (I rode today). Also I do some weight/core training and a slight amount of balance training. I have a trainer setup in my man cave... and the TV is connected to a PC so I can cycle to YouTube videos. But I hate training. So I'll watch a cycling video (DVD) to help get me motivated.
As the weather warms.... I ride more (and longer) outside.

I'm thinking that since I won't get to ride as often in the winter, that my times will not be as good, so I might as well work on one thing that can be improved. Since I just started in April, for me it is probably my cadence. I want to get it up to the 80-90 rpm area for my whole ride. I'll get it up there when I do little sprints, but it should probably be there all the time, and higher for sprints.
