Go to an auto paint store and buy some of their paint prep solvent/cleaner. Axalta Prep-Sol or 3M Prep Solvent are best but costly. Second best would be acetone then denatured alcohol from the local home store. Use plenty of solvent and clean paper towels and toss them frequently so that you do not just move the greases and oils around. Don't touch the frame after cleaning.

Rubber gloves are your friend. Harbour freight sells them cheap. buy a box. always wear them when handling an unpainted frame.
