Low rolling resistance tires
I'm looking at fast low rolling resistance tires for hard surfaces (packed dirt, shell rock, blacktop and concrete) and think the Continental Race King will work. The price is good, but I wonder if any of you have found a better tire for hard surfaces.

As far as how fast it is, it probably makes a difference WHICH Race King model you are looking at. I am always leery of the cheaper versions of well regarded tires.
I had a set of Race Kings, back then they were called the “Supersonic” version, had Black Chili, and they were very fast.
If you are going to be riding a lot of pavement, that will eat through most decent MTB tires pretty quick, unless they are made with harder compounds.
You might go over to the Gravel Bike forum and ask what some of the better larger volume tires are. For the mix of surfaces you are describing, those might be a better fit.

Non omnino gravis
You're going to want a Happy Medium style tire, smooth in the center with shoulder knobs. The selection is limited in the properly MTB-wide sizes-- but the Conti Speed King 2.2 and Schwalbe Thunder Burt are both good options.
If you're comfortable going to something like 40 or 45 wide, the choices go up a whole lot.
