upgrade an old wreck

Because of lockdown I have done loads of different things (passed exam for my ham radio licence and bought a high frequency radio transmitter) and recently recovered an old folding 16 inch wheel bike from a dump which I am now rebuilding.New axles and bearings, rebuild bottom bracket, rebuilt brake system and finally replace an old seized up 3 gear cassette with a new 6 gear one with new chain and derailleur.
All went well to this stage but can only use 5 out of the 6 cassette sprockets as the largest one is simply to far out of line with the chainwheel that any attempt to change even lower to this sprocket results in a derailment. Tried everything to move the alignment of the cassette to get that elusive lowest gear but can only foul the small high speed sprocket against the frame so looks as though My upgrade of gearing is only from 3 to 5. I have to admit that moving off on the second smallest sprocket is easy as my feet are moving like helicopter blades. Seems no hardship at losing the lowest gear possible although I wish I could have been able to sort this. Anyone have any ideas as a last resort. Gear shifter by the way is a non indexed twist gip on the right side handlebar.

So you're unable to access a gear that you wouldn't be able to use anyway because your feet would be spinning too fast. Is that your problem?
