By the way, for whomever may be interested, the inflated size of both sets of Paselas (in nominal 700x38 size), both the original and the replacement set, is exactly 35mm wide and 35mm tall on 15mm internal width rims.

Those are narrow rims for those fatter tires, not unsafe, just narrow.

Many of the Panaracer-branded tires (Pasela, Gravelking, T-Serv) in my experience seem to run a little small in width, especially on those skinny rims. They might stretch out a few mm over several hundred miles.
