In areas that get that kind of snow, doesn't the code usually require very steep slopes on the roofs for just such an emergency?

Judging by the audio in the original video, I think it was in Japan. No idea what their codes are.

No such code around here that I am aware of, but stuff like this happens with metal roofing and rarely with asphalt-shingled roofing.
