Reasonable deal or not for 2008 Raleigh Rush

Hey guys, first time posting. I am looking for any feedback on a potential buy from craigslist. Here are the details.

2008 Raleigh Rush Hour -$500 - w/ upgrades to
-Truvative GXP external BB
-Truvative Omnium crankset 1/8th chain
-WTB Shadow V saddle
-3T track handlebars

I messaged the guy and have gotten him to lower the price to $450 as is or keep it $500 and he'll throw in some bmx pedals and shimano ultegra brakes (just the brakes not actually installed). Not really concerned on the pedals, but I would want/need to add at least a front brake to the bike.

Any thoughts on the matter would be appreciated.

450 seems about right to me.

$50 is a lot for bmx pedals and a brake.
