Do these tires need to be replaced?

With strings peeling circumferentially around the sidewall [see photos], do these tires need to be replaced?

There is substantial tread remaining on both front and rear tires. No cuts, or other damage in the tread or sidewalls, and between 1200-1500 miles on the set (they have not been rotated). They still ride great and hold pressure reliably. But the sidewall wear has me questioning how much life is left in the set.

The tires are WTB Horizons, in 650b×47. When I got them in July, I was told to expect 2500 to 3000 miles out of them before they would need replacing.

The strength in a tire is in the fabric plies. If the "strings" coming off are rubber I would not fret about them, it is likely just mold flash. If they are fabric I would be more concerned, but not too much unless damage to the fabric was apparent..

Yes. Just tiny strings of rubber, and not any fabric.

That's not damage, that's threads from the chafer strip (or thread from the layer above the chafer strip) coming off of the sidewall. It's cosmetic and not structural. If you've ever used a Conti tire like a Hardshell or Gatorskin, sometimes it looks like the whole sidewall is trying to fall off. My Hardshells shed like a husky in summer, and nevertheless laster many thousands of miles. The chafer strip is there to prevent damage to the bead during installation, after which time it basically serves no purpose. On some tires it sits below the outer surface of the sidewall, so you never get shedding. My personal guess is that the exposed strip is either a weight saving measure, a cost saving measure, or both.

Tires look perfectly fine to me. Shedding threads is fairly common with some brands and models of tires. Better to cut the loose threads rather than pull off though.

Yeah, that's not unusual. I occasionally snip the threads from the sidewalls of my Conti SpeedRides, just so a thread doesn't snag and peel around the whole tire.

So far I haven't seen that with Conti Ultra Sport II or GP Classic skinwalls.

Ive had this happen a few times with seperate continental ultra gatorskins. Was concerned at first but moot anymore.
