Is it ok to spot weld a plate to a frame. It will not be structural.
Just a duplicate of the original with spacer.

It should be okay given that the original was welded. I'm assuming it's steel, if it's aluminum all bets are off.
Are we looking at the new plate in that picture? Does it matter that it's much thinner?

Yeah steel frame. There is a spacer between the two plates.
Just wanted to add a bit of support against twist and make it look better. :-)

is the plate stainless...kinda looks like it? will that make a welding difference? Not my area of hands on, but i seem to recall that welding stainless is a bit more involved?

Not stainless, cover from electrical box. I tested on old handle bars, but stay is thinner less resistance.. Need to find a test part.

If the plate is zinc plated (galvanized) take care as to not breath during the welding. Andy
