Honestly, cuz i am fat.
I also run a smoother tire in the rear as well with a Sammy Slick knobby on the front. I am a fatter individual so I like a little bigger in the rear so I can salvage some spokes if I get to aggressive. Luckily I have had good luck with my choices.

Back in the late '80's I did TT's on 19's...sketchy in the turns...oh inflated to 130psi...didn't dare go higher...never flatted or had any problems but I went back to 21's and was much more confident.
I use Conti 5000's at 25mm and 90psi...love this combo

Anecdotally, I have had several riders tell me that the new Conti 5000 tires listed as 23mm are the same as the old 4000 25's. The clearance on my front is really tight, so I guess I have to just go with what works and to heck with the listed size.

26" x 1.5", which will soon return to craigslist from where they came. Pedals hitting the ground when turning went from never to always on a '90s MTB with those tires.

Flip that. The old 4000 in 23 would be the same size as the new 5000 in 25. The 4000 series was notoriously wider than stated.

I have 25mm tires on 2 bikes. Both are older(33 years and 25 years) so they cant fit anything wider, otherwise I would have 28s on both.
