Generally, the way feds can get states and cities to build bike lanes is to tie some federal money to it.

Yeah sure. All those who wish to "count" it should petition the appropriate Federal agencies (perhaps the Federal Railroad Administration ( FRA) which is an agency in the United States Department of Transportation) to invoke the so-called "commerce clause" in order to "regulate" bike lanes as well as rail trails. That should stir up a certain element to wail and gnash their teeth ranting about power hungry, money grubbing "b'crats."
