Saltato can anyone provide information on the maker

Hello,
The lug work and detailing are very nice but I can't find much information on the web. Do any of you have any information to share who the maker was ...who and where was it made?
Here are a few pics, it appears to be a custom build or repaint based on the name on the TT. Any information/insights are much appreciated.
