Can trek 1 series take tire wider than 700x25?

I just read in the Bicycling Buyers Guide that the 1.5 was a good starter bike. It then said a 700x28 tire would fit for a smoother ride. I thought they came with 23, and 25 would be the biggest fit. Can you go bigger? they also featured the wrong color bike in the pic so who knows how accurate they are

The only way to find out is to switch wheels with 28 tires from another bike.
I use 28's on my Felt F-85
