Anyone have a guess as to what attaches to the bracket on the top tube? The front bar opens up so many possibilities!

Best guess: the bracket on the Bianchi top tube once held a child seat. The child would have grabbed either side of the handlebar stem with her/his hands; the flat bar bolted to the top of the fork would have been where the child's feet rested.

Ding, ding, ding . . . we have a winner. Wasn't part of the plan, but this bike is now mine. Seller confirmed it was a child seat, said his dad used to take him everywhere on this bike when he was a little kid. He had kept it since then, but never rode it. After shooting him an offer, I got the story. I tried to convince him to keep it, but he convinced me to buy it!
Edit: I did ask, he no longer had the child seat

There was a seat. It worked just like this ^^^ The seller was sad to report he no longer had the seat.

The child would tend to fly off the bike under any but the mildest of braking conditions. Dad would have had some explaining to do to mom, calling from the emergency room.

You could start a new fad and keep the bars as highway pegs as you're cruising down hills. Lean back and relax with your feet on the pegs.

Keep the bracket and use it as the pivot for a long lever scrub brake that you can use to drag the ground when you need to decelerate.

I built one of these up years ago into a classy touring bike for someone starting with a bare frameset. Always loved the color scheme, especially with the Celeste bar tape I used. Not a bad deal on a chromo road frame for $20. Of course not a Schwinn, but a Ross “Centaur” I believe.
