are you pretty dead set on getting flat bars or risers? bullhorns seem to work well for city riding...lots of hand positions and it's easier to mash up hills.

The issue might be your 2-3" of drop (certainty) and your fit in general (for instance if your reach is too long or too short.)
Like other people mentioned, raise your hand position first and then make sure your reach is appopriate. The fit calculator at competitivecyclist.com is a good starting point.
