Still learning
It's a great deal in LA, but you better be 5'9-6'1" to ride that bike comfortably. It is a 58cm frame. You may need conventional pedals too.

That guy in Chino is a "Flipper". I've been seeing/watching ads for picked up/salvaged bikes from the guy all summer.
I'm pretty sure that he/she knows more than he lets on.
The big question is will it fit you? A 23" frame is not going to fit a 5'9" guy very well. The Seller knows this. He/she is just trying to suck in more potential (hopeful/optimistic) Buyers.
If you are commuting through traffic, you need to be able to reach the ground quickly and safely with all those traffic stops (crazy drivers, stop signs and traffic lights).
In general, a 23" frame is going to have a 33" standover. How long are your legs (pant inseam length)?
What is your budget, and how far are you able/willing to travel to pick up a bike? I've been watching some bikes that I find interesting that may be your size (many are too big, too expensive, or too far away for me to seriously consider), and within your travel and budget (I watch Craigslist ads for between the Mexican border and San Francisco).

In the time it took you to post here on this forum about that bike, if it was listed in Chicago, it would be gone already. The parts are worth more than $60.

This time of year is a buyers market but I am surprised that has been on CL for 4 days. Usually anything for $100 or less that is decent is gone quickly. Chino is a bit off the beaten path. If it was close to me I would have snagged it.
