I assume that is different than your other cassette spacers.
It may go behind the cassette as a first spacer.
Are you using an 11-speed hub?
Perhaps using "8 of 9" on a 7-speed hub, and using 9-speed shifters, and a partial 9-speed cassette?

How many (if any) of the cogs are riveted together?
Typically, I see those on cassettes where the smallest two cogs are separate from the rest, and it goes between the second smallest and the remainder that are riveted together. You could just slide everything else on, and from a side-on look it should be obvious where the spacing isn't correct.

I realized after seeimg the first couple of answers that the spacer looks like the ones used on 10 sp hubs. In this case I'm running an 8 sp hub.

After further review...
It does indeed go behind the cassette. I tried it between the 5/6 cogs and it goofed up the shifting. Not sure why I wanted to put it there. I was coming down with a cold, so maybe that fogged my mind.
Anyhoo, it's all good and shifting like a champ.
