Survey:Southeast Michigan Council of Governments (SEMCOG)

Pulse of the Region Survey on Pedestrian and Bicycle Safety
Pedestrians and bicyclists are much more likely to suffer an injury or fatality in a traffic crash than drivers. In fact, while pedestrian and bicycle crashes make up approximately one percent of all traffic crashes, they account for 30 percent of all traffic fatalities in Southeast Michigan.
The Southeast Michigan Council of Governments (SEMCOG) and the Metropolitan Affairs Coalition (MAC) are seeking the public’s input on pedestrian and bicycle safety issues in the region.
Responses to this brief survey will help guide our nonmotorized safety implementation strategy. We appreciate your input!

One of the questions seems to imply that there's a law requiring cyclists to warn other cyclists before passing them while in the road. Can you provide a reference or tell me if I'm reading too much into it?

In the header of that section "Please indicate how often you do the following." I don't think that they are implying that a law exists.
My guess is that they are just exploring the frequency of courtesy warnings.

To let you know,I did not generate this survey . Merely passing it on so that SEMCOG can (hopefully) reap some useful data from it.

Did my part! Although, I'm not sure how much they'll learn from "Do you know how to do XYZ", they should have given scenarios to see if people actually do.
