Haha. That's my friend's bike. I think he posted a thread about it a while ago, but not many people knew about the frame. It was like Cita or something weird like that. He bought it off someone else.

Call the builders and tell them your specs. Some can build it for you, and if they can't they'll know someone who can. Easy Peasy Japaneesey.

why wouldn't you? unless you're a larger rider, a 14 pound track bike would be awesome.
1000 sterling pounds get you two thirds of a custom+components if you happen to find a builder looking to build up a client base; us dollars ain't coming close.
expect to spend over a grand on that caliber of custom frame alone (in steel; closer to three grand if it's ti).

I don't want to crush your hopes and dreams, but in the world of bicycles $1000 is not a lot of money and is used up rather quickly.Unless you have a way of getting parts @cost(work@ a shop or something)or spend a ton of time hunting for super deals on e-bay,it kinda goes like this:
Low end Bar,Stem ,Tape/Grips - $100
Low end Seat+ Post - $100
Crank - $40(super low)-$100(low)
Low end Pedals,Cages,Straps - $100
Wheels - $150(super low)-$350(decent) Wheels are one thing you don't want to cheap out on
Tires+Tubes - $50-$100
That leaves you enough money for a Pake or Kilo Frame.

Shopping for a bike far above your needs with money you haven't made yet...Thanks for perpetuating the ideals that are ruining the global economy!

I told you, that's my friend's bike. He bought it off some other guy on CL. He just bought the frame I think, hence the PAKE cranks from another bike he had.

What do you mean by 'custom', exactly? Because if you mean you talk to a framebuilder one-on-one and he fastens a bunch of tubes together in a way you two agree on, that ain't gonna happen for $1k complete unless the guy's your best friend.

Not custom, but this is dirt cheap for a handbuilt bike: https://sfbay.craigslist.org/eby/bik/1125973968.html
