I am quite certain that Quality Bike only sells to retailers. How about Loose Screws in , I think, Oregon ?

You are correct, but Loosescrews doesnt offer a full compliment of cones. With the QBP part # I can walk into my local bike store and order them, which is what I'm going to do on my way to work!!
