As far as I can tell GoreTex is a teflon laminate on a polyester or nylon backing.
Teflon should be white, and can generally be colorized to one's favorite color. Polyamide/nylons can also be colorized.
As far as I can tell, the ultimate color is a choice, not something fundamental about the fabric.
It is possible that cyclists, joggers, and urban walkers are just a small portion of a much larger outdoor market. But, again, the colors seem to be a choice.

Shakedry has no backing or face fabric. It is the membrane only without anything laminated to it.
The neon accents on the Viz models are not Shakedry fabric. They are Gore-tex Active which has a laminated face fabric allowing for color.
For the shakedry fabric itself, black, grey and a muted blue are the only choices right now. The blue is kinda nice but surely not high-vis.
If you want color then go with a Gore-tex Active or other Gore product.
