Drilling a fork crown
Looking for tips and tricks before I drill the back of my fork crown for recessed calipers. My fork is chrome so I don't want it to "chip" or flake when I drill it. If anyone has advice please have at it. Per Sheldon Brown, I'll use a 5/16" bit. Thanks ahead of time.

mechanically sound
I wouldn't worry too much about it- just use a good sharp bit. As far as chipping, the half concave washer(that I assume you will use) should give you a little breathing room.

5/16" in the back of the crown (for recessed Allen nut), but 1/4" in the front.

Have done this a bunch in the past to convert nutted to recessed brake sets. Did it recently on my 650B converted Voyageur to use the same Tektro mount you are considering. Worked like a charm, but did require the purchase of a new superhard drill bit. Fork crowns are tough rascals!
As a side note, also had to carve up the Tektro mount a bit to a) clear the bottom headset cup and b) fit between the head tube and centerpull, while c) maintaining the correct vertical angle for the cable. Wasn't a major problem, but you may encounter the same situation.
