Trouble with stem post
I heard creaking in the stem post for a few weeks as i was cycling and anyway i videoed ....sorry its got a gap where i put the phone down

First off you need to identify the manufacturer and model. You may have to contact either bike shops that sell it or the manufacture to get some assembly drawings. If some on the boards have the model, and if you are lucky, you may get help here.

I have to agree with @Schwinnsta, that a bit more information might help people identify the bike and parts.
However, what I will say is that the screw and spring have to go in a place where they are designed to be held in place, and also to take up flex.
Does the spring lay comfortable in that little half slot (plus allow the bar stem to lock with the upper half slot closing down on top of it?
Assuming you're correct that the bolt and spring go together and screw into that bar (does it screw in without the spring)?
Then what I'd probably do is place the spring between that bar and the flap. Perhaps try assembling it with the handleabars open and laying on a chair (out straight). Then put the screw through the outer flap, through the spring, then into that pivot bar/nut.
However, what I will say is that the screw and spring have to go in a place where they are designed to be held in place, and also to take up flex.

Best I could find is this (https://www.gumtree.com.au/s-ad/curr...-x2/1194280230) but can't open the page to get a proper look to study the handlepost design. It comes up on google image search for "Ezigo folding bike". Seems like an electric folding bike that seems to be Oz in distribution.

Yeah this bike is not sold in australia anymore. I have contacted the distrubutor in the past. He gave up the business and theres nothing left. I tried to research online since and cannot find anything at all

Take to some bike shop or a mecanic inclined friend. They there is some bolts missing and they will figure out how to set it back again.

Oh mine is a different post . It seems shorter and has a bend at the top if i compare with that photo. I dont know what these stems look like as i am not around either brand of bike. I know i have seen the dahon one somewhere but never seen Litepro before. Will try and remember when i am around someone that has one. I did a temporary fiz in that i put some rubber inbetween. I rode today and no creaking

Yeah there is a mobile mechanic that will come as soon as he gets a chance. Nothing is missing though. I might have put the spring in the wrong place. Now i have rubber inbetween and its not creaking. I have done this before but then someone somewhere fixed something that i dont really remember much. Having a disability its hard to remember everything. I know it was in the stem. Something he tightened but its something i dont know much about

Replacing the stem only if there are parts missing, threads damaged, or there is no replacement parts etc. If you can get a bike mechanic to figure where the sprung parts fit, then it is best.

I put some rubber tyre in there and theres no creaking anymore but still waiting for the bike mechanic to come over

So the mechanic came today and it turns out the bolt is bent. I didnt see that it was til he pointed it out. So it was a small job and didnt cost much at all. Took a nice long ride afterwards
