Mystery tool

I found this set of things in a sealed bag in my toolbox, and am not sure what they are. There's two little wrenches (maybe nipple wrenches/aero spoke holder??), and a little plastic thing with a strong magnet inside. I would guess it's an ultralight wheel magnet. Maybe this is a shimano wheel care kit?

Cone wrenches ? For a seldom seen Hub? Too thin for pedal wrenches.
