Reg'd number on older Raleigh chainrings

A question about Heron head chainrings if I may.

Started working on my 48 sports model when I noticed the stamp on the inside of the chainring: Reg'd 46645 48
I assume the 48 is the tooth count.

Then I recalled looking at my estimated 52 Lenton Sports.. Same numbers?

Is the Reg'd number a patent number?
