I think the OP should mix together everything suggested in this thread so far.
detergent
Goo Gone
acetone
diesel
various types of acid
ammonia
Coke
dish soap
hexane
brake cleaner
Load it up in the pressure washer, crank that bad boy up to eleven, have at it and then hit it with the propane torch suggested in post number 8.
If that doesn't work then what's left of the house can be sold "as is" as suggested by @fietsbob.

Wrong. Applying direct heat to concrete will cause it to explode and send fragments flying. The fragments won't go through walls or anything crazy, but consider getting small fragments of burning hot concrete in your eye or your hair. Seriously, don't use a torch on concrete.
Alcohol will remove the wax. Although, using the alcohol is very likely to cause the wax to thin and penetrate further into the concrete thereby making the spot even bigger or more obvious. Whenever my wife wants to switch candles in one of her special holders she removes the wax by placing the holder in the freezer to break loose the big pieces, then a wipe with a rag soaked in 91% rubbing alcohol to clean out the nooks and crannies. They come out crystal clean.
