Load it up in the pressure washer, crank that bad boy up to eleven, have at it and then hit it with the propane torch suggested in post number 8.

If that doesn't work then what's left of the house can be sold "as is" as suggested by @fietsbob.

I've done this numerous times, using concrete as the base layer for all kinds of torch related projects.

The sidewalk has never exploded.
