Titanium for my collection

Picked this "VANTUYL Titanium" up off a local website similar to Craiglist yesterday. It was advertised as "bike $40/toolbox $100.
I offered $30, we struck a deal and drove 60 miles to pick it up. I'm guessing it's a Time Trial bike from 1990's because of Shimano 600 groupset. The wheel size threw me for a loop. 571x13, tires are Michelin Axial Pro 571x20.
I read that 571mm is "bead seat dia", so I think I need 650c tires.
I believe that I'll put the indexing shifters on the downtube, and just go with drops, rather than bullhorn TT/Tri bars.
I also figure since the top tube is sloping downward about 4 degrees, I will "feel" like I'm forever traveling downhill, thus increasing both my speed and endurance. Any thoughts?

Super find, worth the long drive to pick it up. Love it when a bike gets a new lease of life. T

You paid $30 for the full bike? That is incredible! I would love to turn up at the club time trial on something like that.
