Seriously though, IME if something doesn't work when it's brand new, it usually either operator error or a poorly designed product. OP's situation seems to be a product of both, as it is not common at all to use a key to screw something into place. If the 1UP rack were designed better, its operation would have been intuitive for OP and there would have been nothing to post about.
What isn't intuitive about the 1up rack?

Having to use the key in the lock to screw the pin into the lock. I have a Yakima that you just put the pin through the hitch bar, place the lock on the pin and lock the lock.

Did you read OP's post? apparently how to button it up is not intuitive, hence OP had to seek advice from strangers on the internet.

Yup I agree they should have a guide - I have the wheel locks which are the same design - I also thought it was broken at first until I saw the threads on the pin.

Definitely operator error, but completely not intuitive. Pretty sure not in the instructions either, read them a few times. You put the key into the lock and then turn the key and the lock mechanism onto the pin - makes absolutely no sense whatsoever.

The locks are not at all intuitive.

And they don't fit very well in either receiver I have tried them in.
