It's just really how you use it, whether you pedal and push yourself a bit or sit and enjoy the cruise. I can get the same workout on my motorized bike that I can without motor - the only difference is the workout is done faster with the motor. Higher gears, more speed, same cadence or lower gears, less speed, same cadence.

If I want exercise I take my commuter bike...I use my ebike just for pleasure...I ride my commuter bike for an hour in the mornings...afternoon and evening rides I take my ebike

What’s more, e-bike riders reported similar—and even slightly higher—activity levels as those who rode a conventional bike.
Wow! Black is white! Up is down! People on electric bikes get MORE exercise than people on real bikes!

How it’s used is hugely important.
I got an ebike (mostly) for winter use, because the commute was wearing me down. My ebike cuts off at 16 mph. On decent roads, my average is 18 mph. So it’s pretty obvious I’m still providing the most effort. With the ebike, I accelerate faster. Each climb is done at 16 mph. As far as exercise goes, my HRM still registers the same. The only ”loss” is during bad riding conditions. With the ebike, I’m done sooner, so the workout gets a little shorter. And with about 2.5 hours daily, I’m not worried about losing a few minutes.
