Remember these?

Has been awhile since I've seen one, pretty handy for hike a bike, until of course all those top tubes started sloping down.

Does anyone remember what they called/marketed these as?

It looks like a carry all pouch that attatches to the seat tube and top tube. Don't know if they are still available. A fteend has one on his ancient diamonback. He stores his phone, wallet and snacks in it.

some of them also made it so you could carry your bike like sling it on your shoulder to portage it around

They're great to have and I find that it makes shouldering and carrying the bike so much easier.

They went out of fashion about the same time as bum-bags (You Americans don't know how hilarious the name 'Fanny-pack' is over here).

Then again, 'Bum-bag'... Sounds like a tramp accessory, or something your gran might need to empty every so often.

Frame bag, that's the term I was looking for. Yeah if they have the padded sling it is so nice to use when carrying the bike...
