I can't say that it inspires a great amount of hope, but I have been surprised in the past. Factors working against you here are the internal cable routing and the fluted seatpost - both of which provide pathways for water penetration.
This said, I'd give it the benefit of a tear-down and taking it down to the bare metal, just to see if there's any hope. I'd hit the worst-looking spots first to see if going further is going to be a waste of time.
These things (see below) and a rotary tool are invaluable. However, if paint dust bilids up in the air pathways of your tool, it will become toast.
If you do get it down to metal, and still feel like it's "borderline", you could always put it on a trainer and see how it holds up.

That frame should still be covered under Trek's warranty. Clearly factory-defective paint job.

I emerged uninjured...
Salvage:
1. Sovis hubs/Weinmann original wheels...must have been a replacement hub...? Oddly, they are true as an arrow.
2. Brakes/yellow dot levers. Dia Compe 500s with spider babies. Sort of...
3. SAkae CX, SR Custom customized crank combo. The Bottom Bracket came out easily...like ice cream. Bearings optioned to the minors.
4. Slightly scuffed from removal Blackburn custom flaking caboose.
5. Very cool unidentifiable Shimano RD
6. Trek Seatbolt and intact seatpost
7. My fingers and skin
Every other bolt was stripped so stem, HB,
5.
Paint was easier to remove than the bolts for the rack...

Those non-series Shimano Friction derailers were the successor to the Tourney which was near-identical to the Dura-Ace but for steel cage plates.
Very well-designed derailers.
As such they are excellent-shifting units, and which handle a lot of chain take-up.
They have no B-tension screw but are optimized for a 28t, 5 or 6-speed Uniglide freewheel.

strong and springy...cannot day the same for the shifters...the band is rust fused to the down tube and the cable to the shifters. Not sure where a FD went.
