Rear hub/bearings/cone question

Rear hub/bearings/cone question
Hey guys,
I am overhauling my rear hub. I took out the cassette and have taken out the cones. However, when I am putting the bearings back in and then put the cone back into place, it does not lay flat as it did before. What I mean is that there is a gap between the cone "washer" and the bearing cup. It didn't look like this before and I can't for the life of me figure out how to get it to be even as it once was.

Rear hubs should have 9 NEW 1/4 inch loose balls. If the hub uses retainers you may have inserted them backwards. The continuous outside ring of metal goes toward the cone, the "finger" side toward the cup.
