I would say that if a cyclist is prepared to, would seriously consider, or is in the habit of participating in road races or timed events, that person is decidedly a roadie. There may be other sufficient qualifications, but this would make it automatic.

See, I think being a roadie is more a state of mind than the type of bike one rides (although clearly all roadies ride drop bar road bikes). One should consider themselves a roadie if they have some sort of personal performance improvement goal, usually revolving around improvement of distance and speed.
I think all roadie norms can be traced back to this single common mental state (lycra, equipment obsessions and weight weenieism, strava, certain behavioral norms, etc.).

If your PRIMARY bike is a "gravel bike" then you are not a roadie.
Any real roadie would not call it a gravel bike unless they valued gravel over pavement.
If due to limited budget they only had a gravel bike GIVEN TO THEM and had no choice, then they could have the title of Roadie.
If they chose a gravel over a "Paved Road Bike" they do not get that title.
Any real roadie would not call it a gravel bike unless they valued gravel over pavement.
If due to limited budget they only had a gravel bike GIVEN TO THEM and had no choice, then they could have the title of Roadie.

You must choose before making such a statement. If you do not know, then you do not give yourself that title.
For those with only one kid it is much easier to state which is your favorite.

What if your SECONDARY bike takes up more mindshare than the PRIMARY bike of a fellow that considers him/herself to be a roadie?

Similarly to "Serious Cyclist", I identify as a Roadie because I ride a Road Bike and I ride it on the Road. I'm just not a good example of one.
