Are there serrations or some kind of knurling on the center area of the bars?

What type of metal are the parts made out of?

I have a feeling that as an adult reliving his childhood, you're pushing the parts far beyond their design specs.

A steel stem might just grip the bars along the edges of a clamp, while an aluminum stem may grip the whole width of the clamp.

Stem and bars are cheap steel, the bars have knurling. The bars are the same diameter as those that came with the bike, on old Ross.

I had the same problem. Someone suggested puting a piece or two of aluminum foil as a shim. I crinkled it first, then flattened. It worked well.
