What are you specifically looking for that a seatpost mounted rack or larger rack can't do?

There are lots of different racks of varying sizes and weight. Like others mentioned, Dahon and Tern have various models. If you are mounting full sized panniers, I found the Tern Cargo Rack to be the best fit for me because it positions the panniers further rearward to prevent heel strike, and the adjustable leg lengths allowed me to lower the rack as low as possible. But it is around 1000g.

+1 on the Tern Cargo rack. Not cheap nor light, but very practical. I use it with the Tern Konti cargo basket and also panniers.

Check out the Pletscher 20" rack. The best rack I've seen. I've carried 45 pds. on it. Rock solid and super strong. It just takes a while to install, because it's very adjustable.

I've seen racks. Perhaps some larger could be cut down. Or, in some cases, people like taller racks that fit panniers better. 24"?

Do you want to put stuff on top of the rack or do you hang panniers on the side. If panniers, you might want a rack high enough to keep the panniers from getting too low. Is portability for travel a concern or not.

I have the Tern Cargo Rack on my TernJoeP24, and it fits wonderfully. It's adjustable for a bike 20"-26",...it's a solid choice.

No, just put a basket on it. I use this bike as a shopper and as a 'support' bike at the Baltimore Bike Party.
