"Is it worth anything"? Yes it sure is...but there's a place for that question called the "Classic and Vintage Bicycles: Whats it Worth? Appraisals and Inquiries" sub-forum.

If it fit me I'd sure keep it AND buy a different fork.

But one thing this is NOT is "full lugs".

If you picked it up today isn't it worth what you paid? Would you have paid $50 more?

I am with Unworthy1, replace the fork and ride it.

My guess is that it was built not as a cyclocross bike, but as a touring bike. Note the eyelets on the dropouts and the rack mount braze-ons on the seat stays above the brakes. Also most newer cyclocross bikes route the cables on the top tube to keep them out of the mud.

To elaborate on the comments by @unworthy1 the bottom bracket is traditional lugged construction but that is the only lug on the bike. The rest of the bike appears to have some fairly uneven TIG welds, though it is hard to tell the quality of the welds under that fairly thick paint (powder coat?) job.

Surely guilty of putting a too-fine point on it, but I do not call a bottom bracket shell (or a fork crown, or a reinforcing tang) a "lug".
I understand the shorthand but lugs (for a diamond frame) are in 3 places: head tube, top and bottom, and seat tube/top tube juncture.
With a Mixte or something bizarre (like a Baines Flying Gate) you MIGHT find a "lug" in another location.
or not.

Looks like a decent Stowe, did you end up keeping it, selling it?
