Living in Michigan, you better believe it counts. Current temperature is 9°F. Todays forecast, high of 17°F with a windchill of -7°F, low of 13°F. Last Sunday we were forecasted to receive 1-3" of snow. We received 10" locally. This came after a warm up of near 50°F. Indoor trainer miles count.

Last week I rode 42 miles in two hours on a fixed gear bike on rollers.
There was a point where my cadence was >90 RPM for over an hour.
My legs tell me that it counted.

Spinning in place is not going anywhere therefore you're not accumulating "miles". Count hours. Or calories burned. Or intervals completed. Mileage is a no go. As in you didn't go anywhere.
You might as well be on this thing, is it exercise? Yep. Are you getting mileage. **** no.
We had 67" of snow last year. I was off the bike from early November until mid March and even then there was still ice and compact snow on a lot of the local MUP's. Just because we're in our basement working our asses off doesn't mean we're getting "mileage".
It. Doesn't. Count.
Sorry, your mileage bragging numbers if they include trainers workouts, are fake at worst and a misrepresentation of fact regardless.
You'll need to find another measure of winter time off the road fitness.

The speed sensor attached to my rear hub sends the signal to my GPS. It shows that I am "travelling" as I ride. I am counting it. The wheels are turning, I am pushing the pedals, and honestly, I sweat my ass off more on the trainer than I do on a road ride. The hour I spent on it yesterday with sweat pouring off my face tells me that they count.

The real questions here are whether I personally care whether trainer or roller miles count and secondarily, whether I care what other people think about whether trainer or roller miles count.
The answer to both is no.
If I let the miles add to my yearly total then it should not affect anyone else in the slightest and whether anyone else does or not has zero impact on my life. I've 6,843,921 more important things to worry about today.
