I don't think that unibrow fork is an automatic clue that this one is "low grade" but more just a product of its time and fashions: semi-vertical DOs, shot-in fastback rear cluster, etc.
It DOES seem to have a Columbus decal (but I cannot tell what tubing) and a sliver decal on forkblades, which I guess might be something like Cromor blades.
But certainly some people hate the unicrown fork on any bike, so for them it's 100% "low grade"

Two Trek frames in Alpha SLR aluminium. Often underrated the Trek SLR aluminium frames punch way above their league and were handbuilt in the USA unlike the nowadays chinese or taiwanese made Domane and Emonda which aren't necesserilary better than them

The wheels are definitely lowergrade replacements, but this still looks like a good deal for $60 Ann Arbor Mi on Marketplace, listed 21 hours ago. It's a '90 or '91 and has those cool Suntour Command shifters.

I was just looking at that one, as I've been kinda curious lately about touring. Do you know if there is any particular strengths/weaknesses vs other tourers such as Miyata 1000, Centurion pro-tour, Univega Gran Turismo, etc? And those shifters, I have not heard of them, how do they compare to bar-end shifters?

The only downfal with this particualr bike it the missing wheels and the Suntoru 7speed freewheel it shoud have. Other than some test rides I've never really used the Command shifters but a lot of people like them, and unlike barend shifters you don't need to take your hands off the brake hoods.
You might be able to get the AccuShift (indexing) to work with a shimano 7spd cassette wheel, I had a Suntour Sprint RD and shifters that really worked well a few years ago.
