So I don't think I have ever seen one of these before but I'm sure some here have.
Funny thing is I just noticed it yesterday after not seeing it during pics and inspect back in Oct.
Its pretty nice, seems well made and I think its glued in place so it may stay where its at.

Interesting idea. May I assume it's a chain holder for when you remove the wheel? If so then it looks to be too high on the chain stay. If not, then what is it? Too close to the wheel for hanging laundry to dry. Too flimsy to hang your camp stove from. Too small for a bottle opener.

Chain hangers are typically brazed on. This one is glued so I assume it is a post purchase addition placed in the wrong location.

Same manufacturer offered adhesive chain stay protectors.
Used to know the maker's name but it has gone up the chimney, alas with much else.

Since my "Ned Overend Team Issue" Schwinn mountain bike lacks eyelets, I use vinyl-clad clamps on the seat stays to anchor my Blackburn Mtn Rack. My factory original chain hanger prevents slippage and resulting gouging of the paint.

Definitely a stick-on chain holder. Mounted a bit higher than normal, but I'm sure it can still work as the gearset looks to be wide ratio on that bike, so it has a longer chain. I have the version that snaps over the chainstay tube on some of my bikes instead if being stuck on. Works ok most of the time, but sometimes twists on me and releases the chain if it gets bumped around enough during wheelsets transport. A bit irritating when it happens, but better than not having a chain holder at all.
This stick-on version might work better, as long as the double stick tape holds.

A pretty good one, Campy Record? hub with Matrix Titan heat treated wheels, matching rear in good shape.
The Cat Eye Velo computer exciter ring is interesting in the pickup/ harness are intact but the head unit is MIA so I may save it for display if I can find a stand in.

My '84 Pug has a braized-on chain holder. It's not a hook per se, more like a nail head.
