For the dolan complete bikes, the sad part is the 130bcd crankset they spec with all their bikes. And there is no option to spec sram omniums.
Hoy bikes are only sold trough Evans cycles and the shipping cost are quite high to the us or canada (about 300$).
There is Boardman Bikes (yes from that hour and pursuit old guy Chris Boardman) that are sold trough Wiggle. The 2014 model is the tk pro which is a bit costlier than the Hoy at 1300$ usd but the shipping to us and canada is more reasonnable at 100$ and it is similary specced with a aluminium frame, omniums crank and a fizik arione saddle. I kinda want one.
The comparably spec'd Felt TK2 is over $1,800...and you still have to ditch the 3T Sphinx bars and buy normal or sprint drops.

I'm taking the DLV certification class this weekend and looking to pick up an entry level bike for beginner races. I highly prefer a fully built bike that I can pick up from the LBS in Atlanta. It looks like only specialized Langster and Felt TK3 are sub $1000 bikes. I'm not brand loyal to any thing outside my underwear. The shop that carries Specialized is way more into track bikes, the Felt is more of Tri shop. Any recommendations or others to consider?

They might have some used gear in great condition. A lot of trackies consign stuff there and the owner is a trackie and great mechanic (I think he's is or was the mechanic for TEAM USA Juniors or something).

No pressure to buy. Good people. They sponsor the track and I used to be on their track team.
All 3 Sports is a major national-level tri shop. They might not know much about track racing, but they can get you any random piece of cool equipment from just about any manufacturer (LOOK, Bont, etc..).

Also, maybe keep an eye out on the DLV website. People post bikes there. You can also post a "Wanted" ad there, too. It's fairly effective.

I've had trouble finding 'off the shelf' track bikes. Most are just fixies or single speeds meant for the road. I actually called Loose nuts and they did recommend looking at a used bikes. So I may go buy there next week to see if they have anything. I don't mind used at all just thought I'd consider a new bike after buy used bikes for the last 20 years...

The Specialized that you linked above uses a fork with a 45mm offset. That's a road fork. Being that DLV is steep (37 deg) I'd go for the TK3 with the 30mm offset. You may not notice the difference as a beginner. But if you rode the Specialized for a few months then rode the Felt, you'd find the Felt to be much more responsive.
I'm not sure why Specialized is putting 45mm offset forks on all of their langsters...even the Langster Pro, which I assume they would market towards track racers.
Other than that, both are pretty much the same. The components are solid and you can "grow into them".

I'm making an inquiry do Axman about this frame of theirs. They manufacture frames for a lot of big brands, including Boardman. If price is good it should be a great midrange frameset. I'll update this when they reply.
