Being on the other side of the pond never heard of Frank Spivey but based on this a google search slapped me in the face with a nuovo rec long cage decorated by most likely one of the offered tools for a modest 375 US dollars at recyclery. And I didnt dare to seek for more.....
Was he some well known drillium superstar in the States?

Peter Johnson, whose widow Jan is selling these, was another Northern California luminary, both as a racer and as a machinist/framebuilder. I've seen Peter referred to as "The greatest frame builder you never heard of." Worth an internet search.

Yes he was, at the beginning of the drillium rage. At least a superstar to those of us in Northern California where Frank was located. I'm not sure how far his fame spread.

On the right road bike, drilled rings and/or drilled brake levers can look great, necessary even. Artistically drilled/cutout lugs, sure. Factory drilled front derailleur cages look great. Everything else often looks like buckshot; ghetto.

I guess with drillium every "mortal" automatically assume that the technical part is really difficult, and I thought as well when I got into cycling and saw such stuff the first time.
After seeing several I think, that finding the sweet spot between aesthetically pleasing and kitsch-parade might be equally challenging.

He asked to be, felt he couldn’t help himself from making comments that might make him banned.

This is making me wish I'd kept the factory drilled Sugino Mighty rings on my old Fuji Pro. 144 BCD so I could be riding them now. (Except my only 144 BCD bike is my fix gear with its 75 crankset. And it's picky. 1/8" only.)
But ... I think my Chorus triple might be 144 BDC middle and outer. If so, those rings would make my Pro Miyata very happy. (But again, they're 54 and 44 teeth. My legs are glad they are long gone!
I wish now I'd appreciated those rings more. Not Campy and didn't look Campy. But - Super Record style single ring and the outer had machined circumferential rings for stiffening. Both had a different greyish anodize. Much more special than I ever gave them credit for.

Didn't someone write an article about Frank Spivey and those jigs?? I'll have to look through my files and see what I can pull up.
In the meantime, I do have an interesting detail on Jan Johnson... she was the model in an early Klein advertisement! From what I can recall from a discussion on the CR list, she was chosen because she's rather tall, and made the frame tubes look less bulky by comparison.
