WTB: Tall track frame (60-62cm)

WTB: Tall track frame (60-62cm)
Aloha, posting this on behalf of a student who frequents our bike coop.
Long story short, he's ridden an old Motebecane road bike as a fixed setup for about a year now. It's a beater and he's saved up for a better frame, something with track ends and drop outs and steeper geometry.
So, looking for a tall classic track frame in the 60-62cm range. Steel. Maybe early aluminum? Something unique or with a story would be cool. Brake drilling not necessary, but OK. Paint not important but would prefer to avoid rust issues...the salty air here eats things.
Aiming for a $600 ceiling on a worthwhile frame, including shipping to Hawaii (~$150).
Whose hoarding the tall ones?

I have this unique Keith Anderson. I recently purchased off ebay for $650 and shortly after bought my old 3Rensho back. With 2 projects, would consider selling for what I purchased (saddle and post not included). 61 ctc ST

Looks like Keith was a GT fan and never seen a purpose made HB bumper before.

That Keith Anderson is awesome and you should totally go for that.
There are some on eBay, though, if you haven't tried there:(60, 61, 62, 63, 64, xl, xxl) (track, fixed, single) eBay search
If not the Keith Anderson, the Cannondale track might be a strong recommendation given the rust issue.

The Benotto with the Cinelli bb piqued his interest but there are too many unknowns for me to suggest he pursue it.
