Most of the things that determine whether brakes are "good" or not are not the brakes. Instead they are things like lever selection/positioning and cabling and mounting and pad adjustment.
Mounted, cabled, and adjusted correctly almost all bicycle brakes can lock their wheel; at which point the limit to deceleration is determined by frame geometry rather than brake-pad friction.
So yes they are (as) "good" (as any other similar centre-pull), and as well probably pretty well-made; bit of a skeuomorph logo to boot.

Yes, the caliper is a rebranded version of the ubiquitous Dia-Compe center-pull. These were considered good brakes in their day. As noted, modern housing and pads can improve their performance.
Having said, I note that the one arm appears to have had the pad mounting ears bent. It looks much more prominent in one photo can the other, so it could be a camera induced issue. Regardless, if you do have to re-align the arms, it can cause cracks and eventual failure.

Pads and housing 100% will be new because old ones are worn out
also they not bent - rechecked that now
