could be practical, could be vanity
when I know I'll be stopping at a cafe for lunch etc I bring paper towels or a small hand cloth to dry/rustle my hair & sometimes a small cap to cover my sweaty head. I do this out of courtesy for ppl who might be disgusted by my sweaty appearance & also because as my hair thins it requires more maintenance, it's just easier to keep it covered
our sales reps & staff wear company lanyards & IDs when they visit customers. I did too at the last company. only the sales reps keep their lanyards & IDs on all day even after they come back to the office. I asked one one time why he was wearing his ID, he said I was a customer site today ... rolling my eyes

My wife and son were doing this after we rode to the mall this summer. They told me it was so everyone would know that they'd biked in.

IMO, you see a problem where there is none.

Incorrect. I see something inexplicable that I am trying to understand. So far, I have not received a rational explanation. Guess I will have to chalk it up to Frediness.
BTW...I recently saw someone walking around an indoor Bike Expo wearing their helmet.

There are at least two rational explanations; both can be attributed directly to poor 'parenting'. First, bad form; second, a too-rich diet of this in infancy and (protracted) childhood:

Conversely, why do you remove your helmet when off the bike for extended periods of time? Is it bugging you? Do you feel shame?

Why do people keep their helmets on when off the bike forextended periods? I guess I first noticed this odd behavior when I crossed the country witha dozen other people. There was one guy in the group who constantly kept hishelmet on. One day, he took a shortcut and was waiting for us in the parkinglot of a grocery store. It was pretty darn hot out. He had gotten to the store90 min. before us. There he was, sitting, reading and sweating--with his helmeton. Yesterday I went to my clubs end-of-season party. Pretty much a Fred fest. There was a guy walking around inside the event for at least 30 min. with hishelmet on. I see this all the time. Things like people lingering at rest stops ofcharity rides with their helmets on, even when its blazing hot.
Why do people do this? Inquiring minds want toknow.

The real reason is just they really don't notice any discomfort or reason to take it off. It's easier to just keep it on instead of carrying it or hanging it from the handlebars, etc.

Anytime I'm on a group ride and we stop for a coffee, I've learned to keep my helmet on. Why?? Because if I take it off and gets pretty damned nasty to put back on once its cooled off and gone slimey with the sweat...

There you go! If you commute to work it might be safer... to just wear the helmet all day... at your desk. Or.. in colder months wear the helmet while riding the trainer.
It used to be considered polite fashion for men to remove their hat (or "cover" as we called it in the Army) when inside. But those old rules don't really apply today. Why remove a cover... if it's comfortable on?
I did of course check the RULES. The only one that closely applies is rule 76.

1. Keep from having to carry it around.
2. $200 helmet is not safe leaving it laying around. No, not showing off, good helmets are more comfortable and cooler on long 20-50 mile climbs on mtn rides so I prefer a good one with good ventilation.
3. Keep head shaded from direct sunlight decreasing chanced of heat stroke.
4 Helmet is pretty darn comfortable so hwy not?

You are at a private party in private room with only cyclists. You rode your bike to that party and left it in the place unlocked and you are worried about someone stealing your helmet? Makes no sense.
I must be the luckiest guy on the entire world as I have left expensive helmets hanging off my brake hoods, etc., more times than I could ever count over a period that spans decades. Never had one stolen, and it's not like I live in Podunk, IA. How is that possible if it's not safe?

After all the talk on here about how my bike isn't safe without a 80# per link ship anchor chain securing it, you just expect me to leave my helmet out for someone to steal it???
But seriously, I'm not leaving it hanging on the bike, and on my head is the easiest way to carry it until I get to a place I am sitting down for an extended period of time. At that point, I generally remove it, but there is no guarantee I do so, especially if I expect to only be there a few min.

So you are sitting in a parking lot of 1.5 hrs. sweating in the heat and humidity while reading a book. You could take off your helmet, have it in plain site and not have to carry it around. But you don't. Why not?

Did you or did you not give more than one example of people leaving their helmets on?

Jeezus Louizus. I am not talking about about a few minutes. I kinda sorta thought I made that clear in my OP. I am talking about the Fred at the private party walking around eating and drinking and socializing with fellow cyclists with his helmet on in a place where he felt secure enough to leave his bike unwatched and unlocked. I am talking about the guy who's clearly not going anywhere for well over and hour and can easily keep track of his helmet. BTW...I forgot to mention that he complained about how hit out it was when we rolled up to the grocery store. WTH? Uh...Why have you been sitting there (in the shade) for 1.5 hrs. with your darn helmet on if you are so darn hot?
