It looks to me like he also locked the frame; however, as long as you lock the rear wheel between the rear triangle you would need to destroy the rear wheel to steal the bike.
Lock Strategy
People tend to buy the big clunky U-locks because they don't know how to use them properly. A U-lock should go around the rear rim and tire, somewhere inside the rear triangle of the frame. There is no need to loop it around the seat tube as well, because the wheel cannot be pulled through the rear triangle.
Some will object that felons might cut the rear rim and tire to remove the lock. Believe me, this just doesn't happen in the real world. It is indeed possible to cut the rim with a hacksaw, working from the outside to the inside, but first, the tire must be removed or cut through. It would be a lot of work to steal a frame without a usable rear wheel, the most expensive part of a bike, after the frame.

Ah, I see. I lock mine with the seat tube and rim using a 7" lock. I didn't get a 5", which was said to be safer against jacks, cause I was afraid there would be no space for the post I would attach my bike to. Thanks guys.

I wish I knew, to be honest. The head tube badge or decal suggests it's a De Rosa Pista, but it could just be that - a decal - and nothing more. The thing that gives me pause is that De Rosa Pistas typically have flat crown forks, whereas this one is sloping. (Of course, it could also just be a non-original fork.)
At the very least, it's an interesting lugged frame track bike with a not-unattractive sloping crown fork.

looks fake, spokes are different. other two are locked up well. the lone wheel and the surly are perfect of examples of why you need to secure everything.

If the one missing the front wheel has been sitting there long enough to lose the front wheel, I can't figure out why the enve handlebars haven't disappeared yet?

Are the top black part of the bars duct taped to the lower silver part or something? Looks JA to me.
