Stronglight A9 loose crown race
I'm replacing the headset on my old Vent Noir with a NOS Stronglight A9 needle bearing headset. When I put on the crown race I was surprised to see that it went on by hand, and that I can spin it on the steerer tube. No play, it seems, just loose enough to spin.
I don't have a digital caliper, but the last crown race was 26.4mm and this one is marked 26.4mm too.
Is this spinning a problem? And if so, how do I fix it? I've seen something about knurling the crown race seat with a punch, but this is a nice old bike and I don't want to mar it like that.

I have a bottle of Loctite 290 - would that work for this?

I've used epoxy in some instances when headset is sloppy. Finger tight I may keep as is, can you rotate it in place? Can it vibrate? Either of those may need some greater securing.

Doesn't seem like it could vibrate, but I can rotate it in place. I just spent some time investigating various Loctites and ordered 641, which seems like it'll be a better fit than the 290.
